BACKGROUND:

Previous studies show that health systems governance influences health system performance and health outcomes. However, there are few examples of how to implement and monitor good governing practices in fragile and conflict affected environments. Good governance has the potential to make the health system people-centered. More research is needed on implementing a people-centered governance approach in these environments.

Framework on integrated, people-centred health services

This Framework proposes five interdependent strategies for health services to become more integrated and people-centred. It calls for reforms to reorient health services, putting individuals, families, carers and communities at their centre, supported by responsive services that better meet their needs and respect their preferences, and that are coordinated both within and beyond the health sector, irrespective of country setting or development status. These reforms also incorporate a human rights approach, enshrining access to health care as a basic right, without distinction of ethnicity, religion, gender, age, disability, political belief, and economic or social condition.

Integrated care is a burgeoning field. As is often the case in new areas of inquiry and action, conceptual clarification is demanded. Without such attention, it would be difficult to advance theory and practice in this increasingly important professional arena. In the following discussion paper, the authors explore the intellectual territory of integrated care, and underscore the need for a patient-centric imperative and meaning.
